elpa-ebib software package provides BibTeX database manager for Emacs, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-ebib
elpa-ebib is installed in your system.
Make ensure the elpa-ebib package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-ebib *
You will get with elpa-ebib package name, version, architecture and description in a table
